Reconstruction acts of 1867
Despite Johnson's vetoes, congress passed three reconstruction acts placing the South under military control. The confederate (former) states were split into 5 districts. To readmit into the union, they have to ratify the fourteenth amendment. This grants all citizens, no matter the ethnicity, equal protection under the law.
